Senator Barack Obama is so desperate to win the presidential nomination of the Democratic Party that he ready to even push his spiritual godfather over the cliff.

As the American news channels are falling over themselves over Miley Cyrus's photographs in Vanity Fair and the personal principles of Rev. Jeremiah Wright, more American soldiers are being killed in Iraq and these heroes never made headlines or cover stories.

Energy: The Rising Toll on Perceptions of America's Foreign Policy

NEW YORK, April 30 /PRNewswire-USNewswire/ --

Rising fears about the health of the U.S. economy are spilling over into the public's thinking about foreign policy issues, and their concerns about the nation's dependence on others to satisfy its energy needs are particularly pronounced. The Spring 2008 edition of the Confidence in U.S. Foreign Policy Index from Public Agenda and its partner Foreign Affairs reveals that six out of ten Americans (60 percent) say reducing energy dependence would strengthen our nation's security "a great deal," the highest percentage since the Index's inception and now the most highly rated of 12 basic strategies to improve national security explored in the survey.

Whereas improving intelligence operations used to top the list of strategies for improving national security, now reducing energy dependence is the highest national security priority for the American public. There has been a very large jump of 16 percentage points over the past six months of those saying they worry "a lot" about the rise in cost of gas and fuel (70 percent). And there has been a 14-point jump in those saying they worry "a lot" that problems abroad may hurt our supply of oil and raise prices (54 percent), with 35 percent saying they worry somewhat.


The public may be more dispirited about what can be done about the energy challenge. Fewer say it is realistic to think that the U.S. government will be able to maintain a stable supply of oil at a reasonable price.


Grades on Iraq Improve but Overall Attitudes Still Negative. Fundamental attitudes about Iraq have not changed. There has been some improvement in how the public grades U.S. performance in Iraq since the last edition of the CFPI.

Secretary of State Condoleezza Rice Reaffirms U.S. Commitment to Israeli Security and Peace at AJC 102 Annual Meeting

WASHINGTON, April 29 /PRNewswire-USNewswire/ --

U.S. Secretary of State Condoleezza Rice reaffirmed America's deep commitment to Israeli-Palestinian peace, and urged Arab nations to strengthen their dedication to this effort, at the opening session of the American Jewish Committee's 102nd Annual Meeting celebrating Israel's 60th anniversary.


"For sixty years, American administrations have been dedicated to the freedom, security, and well-being of our democratic ally, Israel," said Secretary Rice. "We will defend against any action that would compromise Israel's security."


Addressing diplomats, dignitaries and nearly one thousand AJC leaders from around the world, Secretary Rice lauded AJC as a "tireless advocate for human dignity" that has fought hate and anti-Semitism, and has "strengthened the foundations of American life." She last spoke at AJC's Annual Meeting in 2002.


Discussing prospects for peace, Secretary Rice urged full cooperation on the Road Map by Israel and the Palestinians, and pressed Arab nations to embrace the "fourth track" of these negotiations, supporting peace efforts and establishing ties with the Jewish state.


She also stressed the need to isolate Hamas and other terrorist groups. "Either you are a terrorist group or a political party - you cannot be both," said Rice. "Hamas is increasingly serving as proxy warriors for Iran."


Secretary Rice answered questions from audience members.


On a question regarding former President Jimmy Carter's recent meetings with Hamas representatives, she said, "I don't see the point of trying to negotiate with people who are determined to destroy the foundation of peace."


To a question on Iran's quest for nuclear weapons, she responded by noting the success to date of various U.S. government bodies to deny Iran access to the global financial system. She also underlined her commitment to continuing to work with China, Russia, Europe and others to isolate Iran in the international community, with the goal of preventing Iran from achieving nuclear weapons capability. She also denounced Iran's destabilizing activities throughout the Middle East, including Iraq, Afghanistan, and Gaza.


Secretary Rice concluded by noting America's dedication to closing a deal between Israelis and Palestinians this year, despite the tough choices faced by those dedicated to peace.


"Difficult decisions are coming. Difficult decisions will have to be made. But let us secure for all time a lasting peace."

I wanted to post the list of The World's 10 Most Wanted Fugitives, but I changed my mind, because it is not news. The information on the most wanted fugitives in the world is all over the Internet. Osama bin Laden is top on the list and on the most wanted list of the FBI and CIA. But it is a list made up by America and I wonder if President Geroge W. Bush is better than these fugiitives, because I am sure that he is also on the most wanted list of Islamic fundamentalists for the American catastrophe in Iraq.

This week our new novel, Days of Infamy, is being published by St. Martin's Press. Days of Infamy is the sequel to Pearl Harbor, (just released in paperback) and carries on the story of "what might have been" if a different, more aggressive commander -- Admiral Yamamoto -- had led the Japanese Fleet in their surprise attack at Pearl Harbor in December, 1941.

The Wrong Admiral for the Wrong Job
In real history, the Japanese high command assigned their Pearl Harbor strike force of six aircraft carriers to Admiral Chuichi Nagumo. If ever there was an assignment of the wrong man for the wrong job, it was this one.

From the beginning of his forty-year career, Nagumo had been trained in surface warfare, especially the use of destroyers and cruisers as "hit and run" weapons. Thinking like a destroyer commander, he always saw the attack on Pearl Harbor as a "hit and run" raid: Go in, strike, then get out as fast as possible. He believed, as did most admirals in virtually every navy in 1941, that the battleship was the key to victory -- and that the aircraft carrier was just a vulnerable and limited auxiliary to the battleship.

Snatching Defeat from the Jaws of Victory
The real history of Pearl Harbor demonstrates the results of Nagumo's caution and traditionalism. After the two initial air raids, Americans forces on Oahu were wide open for total destruction. Our repair shops, dry docks, five million precious barrels of oil stockpiled in flimsy tanks, and especially our aircraft carriers (which luck, or fate, had placed outside the harbor that morning) were all vulnerable to renewed attack. The Japanese could have inflicted grievous additional blows. But a cautious "hit and run" admiral ordered an immediate retreat instead, snatching defeat from the jaws of victory.

Thus our fascination with what we call "active history." Pearl Harbor asked readers to consider how profoundly different December 7, 1941, would have been if, instead of a cautious "hit and run" commander, the attack on Pearl Harbor had been led by Admiral Yamamoto, a man who understood the value of aircraft carriers and air power and whose goal was to wipe the slate clean on the first day of the war, sinking all of our carriers and gaining total air superiority across the Pacific.

Days of Infamy picks up where Pearl Harbor left off and invites readers to imagine how the ensuing battle in the Pacific might have been different with a small but significant twist in history.

Making History Come Alive
"Active history" is a concept my co-author, historian William Forstchen, and I developed a few years back (along with Albert Hanser, a contributing editor of all our books) to get people more interested in the leaders and events that have made us who we are. We were tired of history being taught in a boring way that forces students to memorize dates and events. That method makes people think of history as something to "get through" rather than something to enjoy, think about, argue over, and discuss.


As history professors (all three of us have doctorates in history and have taught with enthusiasm and excitement) we wanted to inject excitement and a dynamic sense of "what might have been" into the study and teaching of history. So we developed the concept of active history. Active history teaches readers the events that have shaped their lives by inviting them to compare what actually happened with what might have happened. It shows how the wisdom -- and the folly -- of decisions made in the past impact our lives today, and how our decisions, in turn, will effect our children and grandchildren.
Gettysburg, Grant Comes East, Never Call Retreat, and Pearl Harbor

In Gettysburg, Grant Comes East, and Never Call Retreat we developed an active history version of the Civil War beginning with Lee winning at Gettysburg (which General Bob Scales and Colonel Leonard Fullenkamp of the Army War College helped us develop and think through).
In Pearl Harbor we began applying the model of active history to World War II in the Pacific. Many years ago we wrote 1945 as an active history of WWII in Europe involving Germany, but we decided that for a longer series we wanted to focus on the Pacific. Even as Asia is becoming more and more important to the United States economically and militarily, much of the history of twentieth-century Asia has not been fully explored and written about.

Admiral Yamamoto: A Risk-Taking Air Power Advocate
In real history Admiral Yamamoto was both the intellectual force behind the Japanese naval strategy in 1941 and a leading advocate of naval airpower. He had commanded an aircraft carrier and was head of the Japanese navy's aeronautics department. He had presided over the development of several Japanese naval aircraft and had thought long and hard about the use of aircraft carriers.

From a novelist's perspective there is an additional aspect of Yamamoto's personality that is intriguing. He was a very successful gambler. He had won a lot of money at poker while serving in the United States and had been successful in the casinos of Monte Carlo while serving in Europe.

A Dramatically More Aggressive and Daring Japanese Attack


In Pearl Harbor, our decisive, active history plot twist was to shift from the timid, battleship-oriented Nagumo to the gambling, airpower advocate Yamamoto. We showed the initial evolution of a dramatically more aggressive and daring air attack.
Many students of the Pearl Harbor attack have wondered what would have happened if there had been a third wave of attack late in the day on December 7. In Pearl Harbor we give them our interpretation of that event.

In our active history there is a third wave launched at the now virtually defenseless naval and air facilities. Virtually all of the American aircraft had been destroyed on the ground in the first wave, and those who had gotten into the air were overwhelmed by the sheer numbers of Japanese aircraft.

If Yamamoto Had Commanded, Would He Have Left After Just One Day?
Now, in Days of Infamy, we ask a simple question: Would Admiral Yamamoto, knowing that he had complete air superiority, have left after just one day of attacks? We suggest that, unlike Nagumo, who wanted to leave as quickly as possible, Yamamoto would have planned for the possibility of staying two or three extra days. That means, for one thing, that he would have had to bring his tankers closer to Hawaii for the refueling needed for his destroyers.
And how would Yamamoto have evaluated the first day's success?

Where Nagumo focused on the sinking of the American battleships and felt very successful, we believe Yamamoto would have focused on the absence of the American aircraft carriers in the harbor that morning and would have felt very frustrated and almost in danger of failure.

Two Different Leaders, Two Different Histories
These two different views of what happened on December 7, 1941, demonstrate the importance of personality and doctrine in leaders.
Nagumo believed in a weapons system of the past. Yamamoto believed in the weapons system of the future. Therefore, they could look at the same evidence and reach exactly the opposite conclusions.

Nagumo was timid, tended to avoid risks, and valued safety for his ships over damaging the enemy's ships. Yamamoto was a gambler, a calculating risk taker, very aggressive, and focused on how many American ships he could sink -- not how many Japanese ships he could keep safe.
This intersection of personality and doctrine leads to a dramatic difference in how two different leaders would have fought at Pearl Harbor.

The Hunt for the Saratoga, the Lexington and the Enterprise
In Days of Infamy we carry the story to its next logical stage.
Admiral Yamamoto, having achieved decisive surprise on Sunday morning and having established complete air and sea superiority over the America forces, is now in a position to hunt for the missing American aircraft carriers.

The Japanese believe there are three American aircraft carriers in the Hawaiian Islands. Actually one of them, the Saratoga, has gone to Bremerton, Washington for refitting in such secrecy that the Japanese do not know it is gone (in real history, the Saratoga was actually pulling into San Diego on its way back from refitting on December 7).
The Lexington is near Midway where it is delivering aircraft (it would turn back, keeping the aircraft with it).

The Enterprise is on the way back from Wake Island, having delivered aircraft there.

Halsey versus Yamamoto in the Pacific
Admiral Halsey is in command of the Enterprise task force. He was America's most aggressive admiral. It is not surprising, then, that Halsey's reaction to the news of the surprise attack on Pearl Harbor is to hunt the Japanese.

Given Yamamoto's willingness to take risks and Admiral Halsey's confidence, it is easy to imagine the two of them aggressively seeking to destroy each other's forces in the battle that begins on December 8, the day after Pearl Harbor.
And that is where Days of Infamy begins....

- First quarter 2008 reported income was $9,083 million or 25% higher
than in the same quarter a year ago.

- Basic CCS earnings per share increased by 15% versus the same quarter
a year ago.

- Total cash returned to shareholders in the form of dividends and share
repurchases in the first quarter 2008 was $3.4 billion.

- Cash flow from operating activities was $16.9 billion compared to $11.2
billion in the first quarter 2007. Excluding net working capital
movements, cash flow from operating activities was $14.1 billion compared
to $11.6 billion a year ago.

- Capital investment for the first quarter 2008 was $8.1 billion. Net
capital investment (capital investment, less divestment proceeds) for the
first quarter 2008 was $7.6 billion.

- Return on average capital employed (ROACE), on a reported income basis
(see note 3), was 24.5%.

- Gearing (see note 5) was 12.7% at the end of the first quarter 2008
versus 14.6% at the end of the first quarter 2007.

- Oil and gas production, including oil sands production, for the first
quarter 2008 was 3,522 thousand barrels of oil equivalent per day
(boe/d), compared to 3,509 thousand boe/d in the same quarter last year.
Excluding the impact of divestments, Canadian royalty changes and
production sharing contracts (PSC) pricing effects, first quarter 2008
production increased by 1% compared to the same quarter last year.

- Liquefied Natural Gas (LNG) equity sales volumes of 3.51 million tonnes
were a record and 6% higher than in the same quarter a year ago.

- Oil Products refinery availability increased to 92% compared to 85% in
the first quarter of 2007. Chemicals manufacturing plant availability was
95% compared to 91% in the first quarter 2007. Oil Sands upgrader
availability was 94%, compared to 93% in the same quarter last year.

- Oil Products sales volumes in the first quarter 2008 increased by 7%
compared to the same quarter last year. Chemical product sales volumes
decreased by 2% compared to the first quarter 2007.

Summary of Identified Items


Earnings in the first quarter 2008 reflected the following items, which in aggregate amounted to a net charge of $77 million (compared to a net gain of $371 million in the first quarter 2007), as summarised in the table below:


- Exploration & Production earnings included a net charge of $66 million, reflecting a gain from divestments of $84 million, which was offset by a charge of $150 million related to the mark-to-market valuation of certain UK gas contracts. Earnings for the first quarter 2007 included a net gain of $104 million reflecting both a gain from divestments of $126 million and a charge of $22 million related to the mark-to-market valuation of certain UK gas contracts.


- Gas & Power earnings included a charge of $11 million related to the mark-to-market valuation impact of certain gas contracts. Earnings for the first quarter 2007 included a net gain of $39 million, reflecting gains of $110 million related to divestments and a charge of $71 million related to the mark-to-market valuation of certain gas contracts.


- Oil Products earnings for the first quarter 2007 included a charge of $176 million related to impairment of certain assets.


- Corporate earnings for the first quarter 2007 included a gain of $404 million related to the realisation of gains on the sale of the equity portfolio held by Shell insurance companies.

First quarter Exploration & Production segment earnings were $5,143 million compared to $3,393 million a year ago. Earnings included a net charge of $66 million related to identified items, compared to a net gain of $104 million in the first quarter 2007 (see page 3 for details).


Earnings, when compared to the first quarter 2007, reflected higher gas production volumes and the benefit of higher oil and gas prices on revenues, which were partly offset by lower oil production volumes mainly in the USA and Europe and by higher exploration expenses.


Global liquids realisations were 66% higher than in the first quarter 2007, following marker crudes Brent and WTI increases of 67% and 69% respectively. Global gas realisations were 25% higher than a year ago. Outside the USA gas realisations increased by 24% whereas in the USA gas realisations increased by 32%.


First quarter 2008 production (excluding oil sands bitumen production) was 3,438 thousand barrels of oil equivalent per day (boe/d) compared to 3,413 thousand boe/d a year ago. Crude oil production was down 6% and natural gas production was up 9% compared to the first quarter 2007.


Production compared to the first quarter 2007 included additional volumes principally from Ormen Lange (Shell share 17%) in Norway, West Salym (Shell share 50%) in Russia, Changbei (Shell share 50%) in China, Deimos (Shell share 71.5%) in the USA, Stybarrow (indirect Shell share 17.1%) in Australia, Chipmunk, Cliffdale and Orion (Shell share 100%) in Canada and Starling (Shell share 28%) in the United Kingdom.


First quarter portfolio developments


In Australia, Shell reached an agreement with Woodside for the sale of various interests in North West Shelf assets, with current production of approximately 8 thousand boe/d, for some $0.3 billion.


In the USA, Shell was awarded 141 blocks and was the apparent high bidder on another 134 blocks, with high bids totalling $2.1 billion, offshore Alaska in the Chukchi Sea.


In Kazakhstan, the international members of the Kashagan consortium agreed to sell their participating interests proportionally, allowing KazMunaiGas's stake to increase to match that of the four major shareholders. Assuming conclusion of the deal, Shell's interest will change from 18.5% to 16.8%.


In Nigeria, Shell reached an agreement, amounting to some $0.6 billion, for the sale of offshore deepwater blocks OML 134 and OML 125, with current production of approximately 7 thousand boe/d.

First quarter Gas & Power segment earnings were $948 million compared to $803 million a year ago. First quarter 2008 earnings included a charge of $11 million related to an identified item, compared to a net gain of $39 million in the first quarter 2007 (see page 3 for details).


Earnings, when compared to the first quarter 2007, reflected strong LNG and gas to liquids (GTL) product prices, increased LNG volumes, higher income from LNG cargo diversion opportunities and continued strong operational performance.


LNG equity sales volumes of 3.51 million tonnes were 6% higher than in the same quarter a year ago. Sales were higher in all five operating LNG ventures, with the largest increase coming from Nigeria LNG (Shell interest 26%).


Marketing and trading earnings, non-LNG related, were similar to the same quarter a year ago.


First quarter portfolio developments


In China, during the first quarter, binding sales and purchase agreements were progressed with Qatargas 4 and PetroChina, leading to the long-term supply of LNG from Qatar to China, totalling 3 million tonnes per annum over 25 years. Agreements were signed on April 10, 2008.

First quarter Oil Sands segment earnings were $249 million compared to $115 million in the same quarter last year.


Earnings, when compared to the first quarter 2007, reflected the impact of higher oil prices on revenues and a refund of royalty charges, which were partly offset by lower production volumes and higher costs.


The royalty calculation methodology applicable to the Athabasca Oil Sands Project (AOSP) was revised during the quarter, allowing the inclusion of additional eligible costs to the project. Due to this revision the project cost payout timeframe for royalty calculation purposes was extended beyond July 2007 when payout of the project was initially achieved. The royalty rate for the project was revised back to 1% (from 25% since July 2007) until achievement of the project cost payout. As a consequence, the adjustment related to prior quarters' bitumen production had an impact of 12 thousand barrels per day on the first quarter 2008.


Bitumen production decreased by 13% compared to the same quarter last year. Excluding the effect of the royalty revision, net production decreased by 25% due to operational issues at the mine related to extreme cold weather conditions and unplanned maintenance at the Scotford Upgrader. Upgrader availability increased to 94% compared to 93% in the first quarter 2007.

First quarter Oil Products segment earnings were $2,367 million compared to $1,802 million for the same period last year.


First quarter Oil Products CCS segment earnings were $1,194 million compared to $1,488 million in the first quarter 2007. Earnings for the first quarter 2007 included a charge of $176 million related to identified items (see page 3 for details).


CCS earnings, when compared to the first quarter 2007, were mainly impacted by lower realised refining margins and higher operating costs, which were partly offset by higher marketing margins. In addition, trading contributions increased compared to those in the first quarter 2007.


Industry refining margins declined worldwide compared to the same period a year ago. Refinery availability increased to 92% compared to 85% in the first quarter of 2007 mainly due to lower planned maintenance activities.


Marketing earnings, compared to the same period a year ago, increased mainly due to higher retail, B2B and finished lubricants margins, which were partly offset by lower lubricants base oil margins.


Oil Products (marketing and trading) sales volumes increased by 7% compared to the same quarter last year. Marketing sales volumes were 1% higher than in the first quarter 2007 and excluding the impact of divestments 2% higher mainly because of increased aviation and retail sales.


First quarter portfolio developments


In France, on March 31, 2008, Shell concluded the sale of the Petit Couronne and Reichstett Vendenheim refineries, with a combined capacity of some 220 thousand barrels per day.


Also in France, on April 1, 2008, Shell concluded the sale of the Berre-l'Etang refining and petrochemical complex, with a refining capacity of 80 thousand barrels per day.


The combined cash proceeds expected from the above-mentioned sales amount to approximately $1.8 billion, which will be received after the end of the first quarter 2008.

Notes


1. Accounting policies and basis of presentation


The quarterly financial statements are prepared in accordance with International Financial Reporting Standards (IFRS) and are also in accordance with IFRS as adopted by the European Union.


The Oil Sands operations, which were previously reported within the Exploration & Production segment, are reported as a separate segment with effect from the fourth quarter 2007. Prior period financial statements have been reclassified accordingly.


The accounting policies are unchanged from those set out in Note 2 to the Consolidated Financial Statements of Royal Dutch Shell plc in the Annual Report and Form 20-F for the year ended December 31, 2007 on pages 117 to 121.


2. Earnings on an estimated current cost of supplies (CCS) basis


To facilitate a better understanding of underlying business performance, the financial results are also analysed on an estimated current cost of supplies (CCS) basis as applied for the Oil Products and Chemicals segment earnings. Earnings on an estimated current cost of supplies basis provides useful information concerning the effect of changes in the cost of supplies on Royal Dutch Shell's results of operations and is a measure to manage the performance of the Oil Products and Chemicals segments but is not a measure of financial performance under IFRS.


On this basis, Oil Products and Chemicals segment cost of sales of the volumes sold during the period are based on the cost of supplies during the same period after making allowance for the estimated tax effect, instead of the first-in, first-out (FIFO) method of inventory accounting. Earnings calculated on this basis do not represent an application of the last-in, first-out (LIFO) inventory basis and do not reflect any inventory drawdown effects.


3. Return on average capital employed (ROACE)


ROACE is defined as the sum of the current and previous three quarters' income adjusted for interest expense, after tax, as a percentage of the average capital employed for the period.

ROACE in previous quarters has been shown on a Shell share basis. As a consequence of the significant reduction of minority interest during 2007, ROACE calculations are now presented on a 100%-basis. Prior period ROACE calculations have been adjusted for comparison purposes.


4. Earnings by business segment


Operating segment results are presented before deduction of minority interest and also exclude interest and other income of a non-operational nature, interest expense, non-trading currency exchange effects and tax on these items, which are included in the Corporate results. Operating segment results are after tax and include equity-accounted investments.


5. Gearing


The numerator and denominator in the gearing calculation, as demonstrated below, used by Shell are calculated by adding to reported debt and equity certain off-balance sheet obligations as at the beginning of the year such as operating lease commitments and unfunded retirement benefits (if applicable) which Shell believes to be in the nature of incremental debt, and deducting cash and cash equivalents judged to be in excess of amounts required for operational purposes.
