Defense Secretary Donald H. Rumsfeld has approved the military's most ambitious plan yet to fight terrorism around the world and retaliate more rapidly and decisively in the case of another major terrorist attack on the United States, according to defense officials.

Rumsfeld does not have the brains to win this war.
Any dummy can come up with the best blue-prints for winning a war. But wars are won by those with brains and not muscles. The tactical blunders of Rumsfeld in Iraq are enough to earn him a sack. To dismiss him.
Rumsfeld is only trying to save his job and save himself from being disgraced out of office. Rumsfeld has failed woefully so far. And should be sacked.
Change their colors, use them mixed in with your own. Treat the soldiers well, take care of them.
This is called overcoming the opponent and increasing your strength to boot.
So the important thing in a military operation is victory, not persistence.
